Activation of Sense of Urgency through Organizational Knowledge Creation in Agricultural Reform – A Case Study in Iijima Town, Japan

Japan is a highly industrialized country and the economy centers round manufactured products. The agriculture sector has remained stagnant for a long time. The young Japanese are interested in industrial production and prefer industrial jobs to farm related jobs. The farm management efficiency has not been improved at all; despite the fact that agricultural product prices have fallen or remained constant. Even the farming resources market did remain immature and inefficient yet. The prevailing situation has been discouraging entry into the agricultural sector and led to a dearth of young full-time farmers. The immature and inefficient farming resource market is mainly liable for this farming recession, particularly, the malfunctioning of regional level farmland market. Since farmland prices are very high, farmers tend to keep their farmland as family property rather as a production resource. Part-time farmers have little interest in selling or renting their farmland, and to continue farming even they incur losses too. Therefore, neither large-scale farming nor higher agricultural productivity has eventually observed. The Japanese government launched a farming program to achieve improved resource use and to accomplish higher level of productivity through attaining large-scale farming operation. In this consideration, systematic and organizational reform has become one of the main concerns of Japanese agriculture. Farm management researchers are determining how the traditional group farming units can be modified to provide a sustainable regional agriculture. The essential condition for agricultural reform is to stimulate the farmers to ensure their continuous participation in the asked reform.  In the circumstances, sense of urgency generation for the participation process is crucial issue for the said reform. Researchers on this field are working on knowledge conversion to uphold sense of urgency.
